Virginia “Ginny” Dailey, a partner at Shumaker, has joined the Leadership Northwest Florida Class V, an initiative by Florida’s Great Northwest Foundation designed to build stronger regional partnerships. This is the second year in a row that Shumaker has had representatives in the program, as two vice presidents from Shumaker Advisors completed the cohort last year.
The seven-month initiative gathers leaders from across the region for an immersive program focused on shared opportunities and challenges shaping Northwest Florida, with a curriculum emphasizing five vital growth areas: Business Vitality, Entrepreneurship and Innovation, Infrastructure, Talent, and Quality of Place. Dailey’s selection reflects her recognition as one of the most trusted and respected attorneys in her field, with more than two decades of experience in administrative and regulatory law-particularly in energy and healthcare.
Dailey has focused her practice on administrative and regulatory representation since 2005. Her work has included the certification of nearly every high-voltage transmission line proposed in Florida since 2005, and advising on procurement matters and developing full legal strategies that leverage legal, political, legislative, and public relations tools. Colleagues and judges consistently praise her as “top-notch” and “the best of the best”, crediting her ability to develop creative solutions.
In addition to her legal practice, Dailey has taught litigation and international dispute resolution at Florida State University College of Law. She has provided pro bono legal services to the Children’s Home Society of Florida, served on its board of directors, represented the organization in adoption cases, and advocated for legislative initiatives. She played a key role in organizing a campaign for a countywide referendum in 2020 that secured $9 million annually to fund children’s initiatives in Leon County.
Beyond her professional and legal work, Dailey founded Independence Landing, a housing community for adults with disabilities, and serves as an officer with the Sister Girls Network, which helps women overcome professional barriers. Jennifer Compton, Shumaker’s managing partner, described her selection as recognition of Dailey’s “professional excellence, regional commitment, and longstanding dedication to service”—qualities that match the program’s focus on teamwork and lasting community benefits.
Dailey’s selection reflects the firm’s continued commitment to regional engagement and leadership development. The program’s emphasis on infrastructure and talent development aligns with broader efforts to establish Northwest Florida as a center for economic opportunity.
